HVHZ roofing permits in Broward County
Broward and Miami-Dade are Florida's High-Velocity Hurricane Zone. Here's what a re-roof permit package has to include there, and where most submittals get bounced.

What the HVHZ changes
The Florida Building Code has stricter High-Velocity Hurricane Zone provisions for Broward and Miami-Dade counties. For roofing, that means HVHZ-specific application forms, products approved for HVHZ use, and closer plan review of how the roof system is attached.
A typical Broward re-roof package
- Uniform building permit application for the city or unincorporated area.
- HVHZ uniform roofing permit application: roofing system sections A/B plus the section for your system, such as tile or shingle.
- Owner's notification for roofing considerations, signed by the owner.
- Miami-Dade Notices of Acceptance (NOAs) for the roof covering, underlayment and adhesives or fasteners, with the approved system or assembly identified.
- Notice of Commencement, recorded before the first inspection when required (NOC guide).
- Asbestos notification paperwork where the city or county requires it for roof removal.

Where submittals get rejected
- An NOA that's expired or doesn't cover the actual assembly, deck type or slope.
- Roofing application sections that don't match the NOA (fastening, underlayment, attachment).
- Missing owner signatures on the owner's notification.
- A locked or scanned-sideways PDF. Several Broward cities reject those automatically.
- Contractor not registered with the city before submitting.
